Empowering Vulnerable Children Project (EVCP)

KMWSC started replicating the Multipurpose Activity Centres (MAC) from previous project’s learning into new slum areas of Kolkata. A need based survey was conducted in Muraripukur (ward – 32), Cossipore (ward – 1), Talah (Ward -5) under Kolkata Municipal Corporation and Rajabagan (ward – 3), Chinikuthi (ward-5), Dunlop(ward- 1) of Baranagar Municipality; the outcome has consolidated the fact that working with street children is not enough. There are thousands of children, deprived of education, basic rights, needs and opportunities for a dignified life.

EVCP was started in March 2017 with six MAC facilitators. The project aim is to comprehensively protect children against child labour across the city in Kolkata through an integrated approach of prevention, response, system strengthening, awareness raising and evidence sharing.

Preventing children at-risk:

  • Reducing the likelihood children from the city of Kolkata by identifying them and bringing them under a protective network of education or vocational skills training and government entitlements under RtE.
  • Establishing community-level child protection monitoring mechanism to identify and support at-risk children.
  • Conducting community mobilisation and mass awareness to promote reductions in the number of children migrating or being trafficked for vulnerability.

Responding for children:

  • Identifying vulnerable children in Kolkata and enrolling them in MACs.
  • Supporting children gradually withdraw from labour via a holistic package of protection and education services, and ultimately mainstreaming them into formal education or vocational training.
  • Where it is in the child’s best interest, facilitating and reintegration to their home or communities.

Strengthening system:

  • Capacity building and advocating for stronger, more coordinated system to protect children at risk of / engaged in household work including community based monitoring system.
  • Working through existing government protection services under the Integrated Child Protection Scheme (ICPS) and duty bearers including police, RPF, DoWCD, ICDS, CWC, Child Line and schools.
  • Building capacity of the team for the better implementation of the project and share learning.


There are 25 children each in all MAC centres today. 40 children have been admitted into Government schools. The children have access to functional literacy, numeracy, social science, life skill education and recreational facilities in joyful and creative ways. KMWSC has been reaching out to many street and slum children in Metropolitan city of Kolkata in collaboration with likeminded NGOs, Child line and stakeholders. The project also looks into the skill development opportunities by giving opportunity for training courses at Bakery, Tailoring Beautician in KMWSC training unit.
